Sunrise industries: a snapshot of seven emerging industries in the formative stages of growth within ASEAN and neighbouring nations

Countries in the Association of Southeast Asian Nations (ASEAN) and their neighbours will undergo significant social, economic and industrial change over the coming decades. The emergence of these sunrise industries in the ASEAN region also presents opportunities for Australia. Consumer incomes will rise, advanced technologies will be cheaper and more accessible, and economies will shift from industrial production to the provision of services. These factors, among others, will drive future population and economic growth across the region. In the face of these changes, some industries will decline, while new 'sunrise industries' will emerge, generating new sources of long-term economic development.
This report identifies and profiles the following set of potential sunrise industries: (1) Artificial intelligence and autonomous systems: made up of large and small companies which design, construct, implement and operate automated systems, this industry emerges as a result of the increasing capabilities of automation and artificial intelligence to deliver benefits at lower costs; (2) Financial and regulatory services technology: enabled by technology and growing demand for innovative financial services, the FinTech and RegTech sector is made up of companies that provide digitally enabled financial and regulatory products and services; (3) High value nutrition: growing incomes, rates of chronic diseases and concerns about food safety and provenance have driven demand for healthy, traceable and trustworthy food products that are sustainably and ethically produced, giving rise to an industry focused on high value nutrition; (4) Next generation energy storage and distribution: improvements in the affordability and capability of batteries, other technological innovations, and consumer demand for clean energy solutions are fuelling demand for companies (both big and small) in the energy storage and distribution market; (5) Cyber-physical systems security: while cyber-physical systems (i.e. systems which have intertwined software and physical components) are becoming increasingly widespread, they can be vulnerable to hacking, creating new opportunities for the cyber-physical systems security industry; (6) Personal health and ageing: rapidly aging populations are creating demand for products and services related to personal health and ageing (e.g. apps, wearable devices and mobile/telehealth services) along with personalised health and aged care; (7) Digital infrastructure and connectivity: while the wider Asia Pacific region has some of the world's most digitally advanced nations, digital infrastructure is still lacking for many ASEAN members, creating opportunities for the digital infrastructure industry to respond to the growing connectivity demand.

Increased migration between Asia-Pacific countries and the rapid pace of regional integration are leading to increasing calls for quality assurance in technical and vocational education and training (TVET) qualifications. The third International Congress on TVET held in Shanghai in 2012, for example, recommended the development of guidelines to assist Member States in this process. To this end, UNESCO Bangkok with Asia-Pacific Member States developed this set of guidelines. The guidelines focus on the quality assurance of TVET qualifications based on findings from 13 country studies. The study was carried out through a participatory process involving consultation with Member States to best respond to their diverse contexts and needs.
The aim of these guidelines is to propose principles and indicators that can assist Member States in optimizing their quality assurance mechanisms for TVET qualifications. They provide a framework for documenting, developing, monitoring, evaluating and improving the currency and comparability of certificates, diplomas or degrees in TVET. Member States are strongly urged to make efforts to implement the guidelines as appropriate to their specific national contexts.

Labour migration has never featured more prominently within South-East Asia than it does today. However, the realities experienced by migrant workers are often hidden from view due to the temporary and irregular nature of much of the migration occurring within the region. As a result, there remains a dearth of reliable data that can be utilized for the development of evidence-based policy and programming. To inform their interventions, the International Labour Organization and the International Organization for Migration collaborated on a large-scale regional survey of over 1,800 migrant workers. The findings challenge some of the commonly held assumptions about the end result of labour migration in South-East Asia and how best to ensure a safe and rewarding experience for migrant workers. Positive outcomes can be achieved if migrant workers are able to avoid burdensome debts, benefit from labour rights protection, enhance their job skills and find gainful employment upon return. Lack of assurance of obtaining these conditions contributes to a situation where labour migration is often a considerable gamble for migrant workers and their family members.

Disasters in Bangladesh and protests elsewhere have created an intense debate about the value, particularly to women, of apparel employment in developing countries. This paper focuses on how the forces of globalization, specifically the Multi-Fibre Arrangement (MFA), have affected women's wages in the apparel sector in developing countries. The paper uses household and labor force surveys from Cambodia and Sri Lanka to estimate both apparel wage premiums relative to other industries and the male-female wage gap before and after the end of the MFA. The approach builds on new models that apply traditional trade theory (e.g., the Heckscher-Ohlin and Stolper-Samuelson theorems) to analyze the effect of globalization on gender-based earnings.
The authors find large positive wage premiums and a closing of the male-female wage gap during the MFA period, but smaller premiums and a widening wage gap after the end of the MFA. The results suggest that the benefits of apparel exports for women in developing countries remain significant post-MFA. They also model an approach for studying the effects of globalization that differentiates males and females as separate factors. This may be a fruitful alternative to discrimination models or those that analyze the effects of globalization on women in terms of skill. Further research is necessary to identify the potential development effects of post-MFA apparel employment and to thoroughly compare the benefits documented in this paper with the costs that may come with apparel jobs.

Interprofessional education (IPE) is championed as an innovative approach to prepare the future health workforce to address the complex needs of consumers and tackle a range of contemporary healthcare challenges worldwide. An interprofessional work-integrated learning experience (WIL), whereby students were immersed in international and rural settings and worked in teams to deliver primary healthcare project outcomes, was developed, implemented, and evaluated with undergraduate health students. Qualitative evaluation of the IPE program aimed to investigate the experiences and perceptions of 62 students through focus group interviews, is reported. Students regarded the placement as a rich learning environment and reported positive experiences in interprofessional collaborative competencies. Major themes included: overall perceptions and attitudes, scope of practice, improved teamwork skills, future practice, and placement preparation. Students strengthened their learning with, from and about other professional groups and identified challenges and implementation issues. Findings from this study will inform future implementation of interprofessional WIL experiences.

Economic growth and technological advances are creating dramatic changes in labour markets in Southeast Asia, with a move away from traditional agriculture towards services and industrial occupations. Our research indicates that up to 80 per cent of future jobs will require at least basic and applied information communication technology (ICT) skills, and we anticipate a positive correlation between proficiency in ICT skills and job opportunities in the coming years. However, women in the region could be disadvantaged on many levels, ranging from digitisation-driven unemployment and shrinkage of industries traditionally dominated by women such as education and administration, disparities in access to the Internet, technology and ICT skills training. Social attitudes and unconscious bias can also be barriers to women's recruitment in high growth, but traditionally male-dominated, STEM (science, technology, engineering, and mathematics) industries.
This report summarises analyses on how governments, foundations and the private sector can increase employment of women in Southeast Asia through the development of mechanisms to support women's ICT skills development. Solutions are proposed to address both technical and social barriers holding back women's participation in new growth industries.

The seminar/workshop on management of business and industry cooperation programmes in vocational and technical education was held in Brunei Darussalam, from 22 August - 2 September, 1994, organised by SEAMEO VOCTECH and attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Singapore, Thailand and Vietnam, as well as consultants from Australia. It was an opportunity to bring together authorities in vocational and technical education to share ideas, expertise and experiences in managing cooperation programmes. The examples of literacy and numeracy programmes included in this compilation confirm that the use of [information and communications technologies] ICTs to support the acquisition and further development of reading, writing and numeracy skills is usually part of broader blended learning strategies. Traditional classroom teaching and learning approaches are complemented by self-directed learning, where learners can practice and progress at their individual pace, at their own time, and in different places. These strategies contain also possibilities for learners to interact with each other and share the learning experience from different places. A number of programmes featured in this selection are enabling learners to connect with each other and exchange information about health, nutrition, religion and other important day-to-day topics or to coordinate their community development activities. These inspiring programmes arose from different cultural backgrounds and are transferable to a variety of contexts.

A study was conducted to fill gaps in the description of the features of Cambodia’s postgraduate student population. Using an online survey of a master’s program at a Cambodian government university, the profile that emerged showed that most postgraduate students were male, married, and urban. Postgraduate students reported investing up to a third of their annual income on study and study-related costs, and little use was made of institutional resources like libraries, computers, and the internet. A strong belief was held amongst respondents that attainment of a postgraduate qualification would be materially beneficial for their career prospects. It was widely believed that universities needed to establish clear links between the programs of study they offered and the future skilled labour needs of the country.
